During the war, the Allies already had agreed to create a new international organization to replace the league of the nations, that they had run a sad luck, and in the conferences of Dumbarton and San Francisco, the Allies devised the new modality of this agency. In third place, they declared that this organization owes "to achieve an international cooperation for the solution of the international conflicts of economic, social, cultural or humane character”, to promote and to stimulate "the respect by the human rights and the fundamental liberties for all, without distinction of race, sex, tongue or religion.
